The Ministry of Health of Ukraine introduced a new system for evaluating the daily functioning of patients, aimed at ensuring openness, fairness and comfort for each participant in the process.
Key features of the system:
- Transparency through video recording
Both patients and healthcare facilities have the right to record the assessment process. The video will be used exclusively in cases of appealing decisions or to clarify disputed circumstances.
At the same time, the public posting of such records without the consent of all parties is strictly prohibited, because it is against the law and violates human rights. - Right to a representative
The patient may request a representative to be present during the assessment. For this, it is necessary to issue a corresponding statement. - Appeal mechanism
If the patient does not agree with the results of the assessment or has doubts, he can file an appeal within 40 days of the decision. All complaints are considered by the Center for the Assessment of the Functional Status of a Person.
Results of system implementation
To date, more than 1,500 expert teams have been created, which include almost 6,000 doctors. These teams work in 290 medical institutions of the country. More than 10,000 cases have already been considered, which indicates the active implementation of the project.

The Ministry of Health emphasizes that the openness and objectivity of the assessment is the basis of the new system. It will help not only to improve the quality of service provision, but also to provide patients with comfort and confidence in the fairness of decisions.
