Despite the legislative guarantees of free education in Ukraine, parents of students are still faced with the requirements to hand over money for repairs, textbooks or school activities. However, such fees are illegal if they are not fully voluntary.
This is reminiscent of this at the Coordination Center for the provision of free legal aid: all contributions should be made solely at the request of parents, not under pressure or at the instruction of the school or parent committee.
Are they eligible to demand funds from parents?
No. No school has the right to force parents to finance the educational institution. According to the Constitution and laws of Ukraine, education in state and communal institutions is free of charge. If parents decide to help financially, it should be a voluntary contribution that is transferred to the school's official account.
Any cash fees are illegal.
What if you require money?

Write a statement to the headmaster. Format - arbitrary, essence: please provide clarification on fundraising.

Submit in two copies:

one is for school,

The second is for you with the acceptance (date and entrance number).

Wait for an official answer for 30 days.

If there is no response or extortion continues, contact your local administration or education department.

If this does not help - apply to the police about the fact of demanding funds.
Remember: the right to free education is a guaranteed state. Any actions that violate this right must obtain a proper legal reaction.
