Yarmolsky and his ties to Medvedchuk and criminal cases of humanitarian aid

Andriy Yarmolky, an assistant to the former secretary of the National Security and Defense Council of Ukraine, Oleksiy Danilov, will travel with him to Chisinau. No one in the higher echelons of power seems to be interested in his criminal cases related to humanitarian aid and alleged ties to Putin's godfather, Viktor Medvedchuk.

It recently became known that Oleksiy Danilov has been appointed as Ukraine's ambassador to Moldova. But he will not be going alone. According to information spread by anonymous telegram channels, his assistant, Andriy Yarmolsky, who is known for his possible involvement in a number of scandalous cases, is likely to be sent to Chisinau with him.

Until April 2022, Andriy Yarmolsky, acting as deputy head of the Volyn regional military administration, was involved in organizing humanitarian aid. However, it became known that a company associated with him had supplied hundreds of bulletproof vests to Volyn, which, as it turned out, were not able to withstand bullets of 5.45 and 7.62 calibers. It was Yarmolsky who personally supported the purchase of these helmets and bulletproof vests from this company, for which more than 27 million hryvnias were spent from the budget.

Along with Yarmolsky's dismissal in early April, the head of the administration ordered the facility, which Yarmolsky "took care of" as the head of the Coordination Center, to be transferred to the protection of fighters from the Lutsk battalion. However, the owner of the premises did not allow them to enter. Later it turned out that tons of unaccounted cargo were being passed through this warehouse.

with a request to return property that they claimed belonged to them and was stored in the aforementioned warehouse. This concerned bulletproof vests, their components and other equipment. To prove ownership of these items, they provided expense invoices from an allegedly fictitious sole proprietorship, a company that was at the center of an investigation into smuggling and money laundering.

By a strange coincidence, the trucks arrived not at the administration’s warehouse, but at a private warehouse used by Ihor Yarmolsky, the father of Andriy Yarmolsky. According to those present, he managed the process together with Yuriy Grekov, a lawyer who is a friend of Yarmolsky.

But this is not the only criminal case in which Yarmolsky may have appeared. According to the investigation, he issued forged documents that allowed military personnel to travel to Poland, allegedly to deliver humanitarian cargo. Thus, he facilitated the unhindered departure from the territory of Ukraine of persons whose departure is restricted during the period of martial law in accordance with current regulatory legal acts.

However, in the end, no criminal case was opened against him. Journalists from the Volyn News Agency wrote even then that only the director of LLC “BC KBR” Dmytro Nesterov was included.

Yarmolsky also became a figure in criminal proceedings related to the former cashier of the Mayakivska village council of Lutsk district, Oksana Shumeruk, who was suspected of abuse of office and dishonest disposal of property. And after his defeat in the 2015 elections, the former head of the village council decided to hide his not entirely honest affairs. Almost all the decisions of the council, adopted over 20 years, were quickly sent to the archive, and the newly elected head received only a limited list of documents. Although, according to the requirements, the decisions of local councils must be stored for three years in the so-called operational storage - that is, at the councils themselves, at the fingertips of officials and deputies.

In 2018, the Lutsk District Council expressed no confidence in Yarmolsky. In the same year, he was dismissed from the position of head of the district state administration.

At the end of December 2020, Andriy Yarmolsky was appointed as a freelance advisor to the head of the Ivano-Frankivsk Regional State Administration, Andriy Boychuk. By the way, it was at that time that Eduard Grekov performed the duties of a freelance advisor to the head.

Since then, Yarmolsky's career in the civil service has rapidly gone uphill. And already in March 2021, he became deputy head of the Ivano-Frankivsk Regional State Administration. It was then that the media wrote that the official was a representative of the interests of Putin's godfather - Viktor Medvedchuk. At the same time, open networks reported that Andriy Yarmolsky and Eduard Grekov represented Medvedchuk's interests in the Carpathian region through LLC "Law Company "Fincord Intelligence". This law firm played a significant role in obtaining illegal court decisions in favor of Medvedchuk in cases related to oil and gas transactions. According to the same sources, the company's lawyers Tetyana Kravchenko and Igor Gromych are cooperating with the assistants of the regional state administration head in evading payment of funds to the state budget. On August 26, 2021, Yarmolsky was appointed deputy head of the Volyn Military Administration. It was here that he got into a scandal with humanitarian cargo and the possible transfer of conscripts to Poland. Then law enforcement officers allegedly even tried to open a criminal case. However, everything ended where it began. And his career went up again and Yarmolsky took up the position of deputy head of the service for foreign policy security and international cooperation of the National Security and Defense Council of Ukraine.

Currently, only the Volyn Regional Military Administration has responded to StopKor's request, sending a letter to the editorial office refusing to provide information. We will remind, the former Secretary of the National Security and Defense Council Oleksiy Danilov did not become the Ambassador of Ukraine to Moldova after his dismissal, although his candidacy for this position was approved by President Volodymyr Zelensky. What happened to his appointment is not known for certain, because the Ministry of Foreign Affairs of Ukraine and the embassy itself are still silent on this issue. Moreover, for almost two months now it has remained unknown what Danilov is doing now.
