Recently, it became known that Oleksiy Danilov was appointed ambassador of Ukraine to Moldova. But he will not go alone. According to information distributed by anonymous telegram channels, his assistant Andriy Yarmolskyi, who is known for his possible involvement in a number of scandalous cases, is allegedly going to Chisinau with him.
Until April 2022, Andriy Yarmolskyi, acting as deputy head of the Volyn Regional Military Administration, was involved in the organization of humanitarian aid. However, it became known that a company associated with him had delivered hundreds of bulletproof vests to Volyn, which, as it turned out, could not withstand the impact of 5.45 and 7.62 caliber bullets. It was Yarmolskyi who personally supported the purchase of these helmets and body armor from this company, for which more than 27 million hryvnias were spent from the budget.
Together with the dismissal of Yarmolskyi in early April, the head of the administration ordered to hand over the object that Yarmolskyi was "taking care of" as the head of the Coordination Center, under the protection of fighters of the "Lutsk" battalion. However, the owner of the premises did not allow them to enter. Later it turned out that tons of unaccounted for goods were passed through this warehouse.
requesting the return of the property which they claimed belonged to them and was stored in the said warehouse. This concerned body armor, their components and other equipment. To prove ownership of these items, they provided invoices from an allegedly fictitious FOP, a firm that was at the center of a smuggling and money-laundering investigation.
Later, copies of these documents were provided to fellow journalists from the "Volynski Novy" publication
By a strange coincidence, the trucks arrived not at the administration's warehouse, but at a private warehouse used by Ihor Yarmolskyi, Andriy Yarmolskyi's father. According to those present, he managed the process together with Yury Grekov, a lawyer who is a friend of Yarmolskyi.
But this is not the only criminal case in which Yarmolsky may have appeared. According to the investigation, he issued forged documents that allowed conscripts to travel to Poland, allegedly for the delivery of humanitarian cargo. In this way, he facilitated the unhindered departure from the territory of Ukraine of persons whose departure during the period of the legal regime of martial law is limited in accordance with the current normative legal acts.
However, in the end, no criminal case was opened against him. Journalists of the information agency "Volynski Novosti" already wrote that only the director of LLC "BK KBR" Dmytro Nesterov appeared in it.
Open sources say that the Yarmolski family is well known in Volyn. Ihor Yarmolskyi's father headed the Mayakiv village council for many years.
He managed the village council until 2015. For 20 years as the village head, the family of Ihor Yarmolsky acquired 16 land plots with a volume of more than six hectares (6.33 hectares). And the lands are located in well-known and non-poor villages of the Lutsk district and the neighboring Rozhyshchenskyi district.
He also said that these are mainly lands given to his wife by his mother-in-law.
Yarmolskyi also became a figure in the criminal proceedings related to the ex-cashier of the Mayakiv village council of the Lutsk district, Oksana Shumeruk, who was suspected of abuse of official position and dishonest disposal of property. And already after the defeat in the elections in 2015, the ex-head of the village council decided to hide his not entirely honest affairs. Practically all decisions of the council, made over 20 years, were quickly sent to the archive, and the newly elected chairman received only a limited list of documents. Although according to the requirements, the decisions of local councils must be kept for three years in the so-called operational storage - that is, in the councils themselves, at the hands of officials and deputies.
In 2018, the Lutsk District Council expressed its lack of confidence in Yarmolskyi. In the same year, he was dismissed from the position of head of the district state administration.
In 2021, Ihor Yarmolskyi appeared again on the political horizon, claiming the post of deputy head of the Ivano-Frankivsk regional state administration. And in January 2021, he and his son Andriy became advisers to the head of this administration. So, in the future, only Yarmolskyi Jr. is building a career
The declaration submitted in 2024 tells what the ex-secretary of the NSDC has acquired. So, the official is the owner of two plots of land with a total area of 2,445 square meters.
Yarmolskyi also owns two cars: a 2007 LEXUS LX 470 (this is what his wife declared in 2017) and an AUDI A6 of 2015. And he rents another 2020 AUDI A8 car from his colleague Eduard Grekov.
The declaration also shows 270,280 US dollars, 25,000 euros, and 925,000 hryvnias in cash.
His wife is not much poorer than her husband: Natalia Yarmolska also has 217,000 US dollars, 27,200 euros and 565,000 hryvnias in cash.
So, until 2021, Andriy Yarmolskyi is the founder of the Robinson Patman law firm
half of the firm "Fincord Intelligence" , which is a bar association,
By the way, today the owner is Eduard Grekov, who came to work in Prykarpattia together with Yarmolsky. In the same year, 2021, both Yarmolskyi and Grekov were removed as founders of the "Isu Lawyers" bar association.
At the end of December 2020, Andriy Yarmolskyi was appointed freelance adviser to the head of the Ivano-Frankivsk Regional State Administration Andriy Boychuk. By the way, it was then that Eduard Grekov performed the duties of the chairman's freelance adviser.
Since then, Yarmolskyi's career in the civil service has gone up rapidly. And already in March 2021, he became the deputy head of the Ivano-Frankivsk State Administration. At that time, the mass media wrote that the official was a representative of the interests of Putin's godfather, Viktor Medvedchuk. At the same time, open networks reported that Andriy Yarmolskyi and Eduard Grekov represented Medvedchuk's interests in Prykarpattia through Fincord Intelligence LLC. This law firm played a significant role in obtaining illegal court decisions in favor of Medvedchuk in cases related to oil and gas facilities. According to the same sources, the company's lawyers, Tetiana Kravchenko and Ihor Gromych, cooperate with the assistants of the head of the Regional State Administration in evading payment of funds to the state budget. A corresponding court decision was even made public
On August 26, 2021, Yarmolsky was appointed deputy head of the Volyn military administration. It was here that he got into a scandal with humanitarian cargo and the possible transfer of conscripts to Poland. Then the law enforcement officers allegedly even tried to open a criminal case. However, everything ended where it began. And the career went up again and Yarmolsky took the position of deputy head of the department for foreign policy security and international cooperation of the National Security and Defense Council of Ukraine.
So far, only the Volyn regional military administration has responded to StopCor's appeal, which sent a refusal to provide information to the editors. However, in the letter, she assured that this issue will be considered as an appeal with further informing of our information publication.
It will be recalled that the former Secretary of the National Security Council Oleksiy Danilov did not become the ambassador of Ukraine to Moldova after his dismissal, although President Volodymyr Zelenskyy approved his candidacy for this position. It is not known for sure what happened to his appointment, because the Ministry of Foreign Affairs of Ukraine and the embassy are still silent on this issue. What's more, for almost two months it remains unknown what Danilov is doing now.
