It is almost a year since Ivan Fedorov was appointed to the post of the head of Zaporizhzhia OVA. During this short term, Fedorov managed to become involved in a number of high-profile scandals related to total corruption, "Russian fortune-telling", "fake capture" and even contract murder.
Let's start with the fact that Ivan Fedorov came to the post of the head of Zaporizhzhia OVA already with a significant corruption and bandit trail. As the mayor of Melitopol, Fedorov was remembered by the residents for his " communal racket " and connections with criminality , in particular the local bandit-recidivist Artur Horobets (Tucha).
Artur Tucha was a member of the power block of Ivan Fedorov and the previous mayor of Melitopol, and now the People's Deputy Serhii Minko. Fedorov and Minko are long-time friends and partners, together with Artur Horobets, in the materials of the law enforcement officers, they passed as OZU "Melitopolski".
Artur Tucha solved a number of tasks for Fedorov and Minko - from the physical elimination of objectionable people to banal racketeering. The following facts of pressure on Melitopol businessmen, in particular jewelers and farmers, are reliably known. In order to make the farmers pay , Artur Tucha burned the crops and agricultural machinery. Regarding the jewelers, Fedorov instructed the communal services to turn off the lights in the area of their shops, while Artur Tucha was robbing them. This was repeated until the jewelers did not agree to pay Fedorov.
Save the "prisoner Fedorov"
But with such a background, how did Volodymyr Zelenskyy appoint Ivan Fedorov as the head of the Zaporizhzhia Regional Military Administration?
As we reported earlier, when the Russians captured Melitopol, Fedorov remained as the main candidate for mayor of the occupied city. He was "friends" with Russian generals, they were frequent guests of his new office in DK "Shevchenko" (Peremogy Square, 4), everything went to the official appointment.
At the same time, the Russians, having found information about Fedorov, his connections with crime and drug addiction, changed their mind, since Melitopol has a special strategic and ideological significance for them. In place of Fedorov, the mayor of the occupied city became the little-known Galina Danylchenko, but without drug addiction and criminal trail. After that, Fedorov decided to return to the territory controlled by Ukraine, inventing a story about the capture.
It is worth noting that these events took place in the first days of the war in conditions of general chaos. So Volodymyr Zelenskyi, who connected the diplomatic corps and made an appeal to the international community, Fedorov was immediately released in exchange for "9 conscript soldiers."
The attention of journalists was attracted by the "healthy and radiant" appearance of the "captive Fedorov", unlike other mayors of the Zaporizhia region who returned from Russian captivity. We will remind that the first deputy mayor of Energodar, Ivan Samoydyuk, was held captive for almost a year - he returned in a severe physical and moral condition. Yevgeny Matveev, the mayor of Dniprorudny Zaporozhye Oblast, was even less fortunate, whose body was recently returned from Russian captivity .

The question is why Ivan Fedorov was so "lucky" in Russian captivity. Perhaps because of his uncle in Moscow, who worked in the security forces, or because of alleged contacts with the Russian special services in Minsk and Istanbul and open accounts in the Russian JSC MOSKOMBANK, which Ivan Fedorov for some reason was ashamed to include in his declaration, but which were found by the journalists of our publication .

But the fact remains that after his successful return from "Russian captivity", Ivan Fedorov becomes a frequent guest of all-Ukrainian TV channels, he is interviewed not every day. And later, Volodymyr Zelenskyi appoints the "hero" as the head of the Zaporizhia OVA.

The most scandalous governor
It is worth noting that the Ukrainian special services still had questions before appointing Fedorov to the post of head of the Zaporizhzhia OVA. In particular, one of the conclusions of the SBU was negative, but "PR" won. So Fedorov was still appointed, which was the beginning of the story about "the most disgraceful governor".
Ivan Fedorov began his "rule" by replacing the mayor of Zaporizhzhia, Anatoly Kurtev, with his own person, Regina Kharchenko.

They did it in a not entirely legal way , that's why the courts are still going on. But in order to manually replace the mayor and take control of the city with a billion-dollar budget, Fedorov needed to remove all the "unpleasant" ones.
The murder of Maksym Denshchyk, in which Ivan Fedorov is accused of involvement
So, as part of the change of "power" in Zaporizhzhia, the lawyer of the Zaporizhia City Hall Maksym Denshchyk is murdered . It is also worth noting that after the murder of Maksym Denshchyk, the city not only did not introduce an interception plan for the immediate arrest of the killer, but also removed all mobile roadblocks, which suggests certain thoughts, such as the fact that someone influential wanted to give the killer the opportunity to leave the border region
In the context of the murder of Maksym Denshchyk, the figure of the Melitopol bandit Artur Tuchi emerges again.
It is worth saying that after the "miraculous" liberation from captivity and the return to the territory controlled by Ukraine by his master - Ivan Fedorov, Artur Tucha remained in Melitopol and engaged in his usual activities - robbery and racketeering.
This time, the victims of Tucha were Ukrainians who could not leave the occupied territories. Tucha and his gang demanded money from them through robbery and torture, allegedly for "working for the Russians". The information reached the local administration and Artur Tucha was detained by the Russians, which was reported by the local mass media .
But "another miracle" happens - shortly after the arrest, Artur Tucha disappears from a Russian prison and appears near Ivan Fedorov in Zaporizhzhia. Such a "miracle" for his "manual racketeer" could only be organized by Ivan Fedorov through contacts with the occupation authorities.
Tucha chose the Lihoy restaurant in the city center as a base for himself and other members of the Melitopol gang. Lihoy belongs to members of another Zaporozhye criminal group - OZU Artashi, whose positions have been shaken after Volodymyr Zelenskyi imposed sanctions against their leader - Artashes Sargsyan.
Despite the sanctions imposed by the President, Ivan Fedorov is bringing the Artashes closer to him with the appointment of Regina Kharchenko to the post of mayor, who previously worked in their law firm and was buying drones at twice inflated prices from companies whose founders are the same representatives of the Artash OZ.
Therefore, it is not surprising that the trail of Maksym Denshchyk's killer led the law enforcement officers to the Lihoy restaurant, where the murders were held . By the way, after the searches, the Lihoy restaurant was closed , and two members of the Melitopolski OZU, including Artur Tucha, went to the pretrial detention center.
Later, in order to get Artur Tucha out of the pre-trial detention center, his lover and, at the same time, another lawyer of OZ Artashi, Tetyana Shcherban, tried to bribe Alexander Bohdan, head of the Zaporizhzhya DSR, in the amount of 100,000 dollars, but he refused.
Later, Tuchi's lover and at the same time his lawyer Tetyana Shcherban publicly accused Oleksandr Bohdan and representatives of another Zaporizhia OZ Tysona, with whom Artashov has a long-standing conflict over the distribution of spheres of influence, of attacking her car through Facebook. The next day, the judge of the Ordzhonikidze court, Yulia Geets, makes a decision to release Artur Tucha on bail, which will later be overturned on appeal.

In this context, an interesting detail is that Artur Tucha was in custody in the case of extortion (racketeering), but according to media , in the near future he was to be charged with the murder of Maksym Denshchyk, which part of his gang is already investigating .
How Ivan Fedorov made the Zaporizhzhia region a "corruption feeding trough"
Having received full power in Zaporizhzhia and the region, Ivan Fedorov, together with his "Melitopol team", became the subject of a number of journalistic investigations, in which he was accused of embezzling budget funds on literally everything: from road repairs to the construction of underground schools and fortifications .
According to journalists' calculations, hundreds of millions of hryvnias were spent on the construction of underground schools alone, which was conducted at "classified prices" and turned out to be the most expensive in Ukraine .
Separately, there are thefts in the repair and maintenance of roads, where tenders are also won by companies affiliated with the people of Ivan Fedorov , in particular with the head of the Department of Municipal Management of Zaporizhzhya Miskrada Gennady Timchenko.
For example, the tenders announced by the Department are often won by the companies with the highest prices , and the work is carried out without technical inspection and expired materials. According to the instructions of Gennady Tymchenko , road marking works are often carried out at sub-zero temperatures, and asphalt is laid directly on the snow.
Racket "in the name of the President"
In addition to total corruption - that is, embezzlement of funds from the Ukrainian budget, Ivan Fedorov began to "whitewash" local entrepreneurs with the connection of communal services. On Fedorov's order, communal workers dug up the entire city center, blocking the entrances to the stalls and restaurants of local entrepreneurs who refused to pay tribute.

For the completeness of the portrait of Ivan Fedorov, the head of Zaporizhzhya OVA, it is worth mentioning the scandal that broke out after information appeared about the Russian fortune teller and, at the same time, Ivan Fedorov's lover, Alyona Laurent. With the help of Ivan Fedorov, Laurent and her children left for the occupied Crimea, where she openly supported the occupying forces, which did not prevent Ivan Fedorov from regularly using her "services".

During one of Fedorov's quarrels with his fortune-teller, which they periodically had due to Laurent's jealousy, she exposed her correspondence with Fedorov. As it turned out, Fedorov constantly consulted with Laurent on all work matters. When asked by journalists about the authenticity of this correspondence, and why it discusses top Ukrainian security forces and politicians, including the President, Fedorov refused to comment.

But the offended Loran went further and got Ivan Fedorov's personal medical card from the drug dispensary in occupied Melitopol, with a detailed description of all Fedorov's diagnoses, including his impressions of the first "screw". The materials got into the Ukrainian mass media, and all the documents were presented in video format, that is, their authenticity is beyond doubt.

"Has surrendered Melitopol, will surrender Zaporizhzhia" - what local residents say about Ivan Fedorov
The public opinion of Zaporizhzhya residents regarding Ivan Fedorov is also quite interesting. In addition to accusations of total corruption, raiding and the murder of Maksym Denshchyk, Ivan Fedorov is often accused of things like "he surrendered Melitopol, but Zaporizhzhia."
The fact is that many residents of Melitopol left for Zaporozhye after the occupation. Accordingly, currently in Zaporizhzhia there are more than enough witnesses to the events when Melitopol was handed over to the Russians without a fight, and how Ivan Fedorov freely communicated with Russian generals. That is, the Ukrainians who left Melitopol for Zaporozhye consider Fedorov a traitor. And traitors are not loved anywhere.
Only the "zashkvars" listed in our publication would be more than enough for the resignation of any head of the OVA appointed by the President. But Ivan Fedorov remains in office, and drags all the negativity onto the Office of the President, and Volodymyr Zelenskyi personally.
