The minister emphasized that this decision was caused, in particular, by a large number of complaints about bribery during medical examinations.
“Shameful cases where doctors deliberately give a false diagnosis or demand a bribe for a correct one must stop. Each manipulation must receive a proper assessment by law enforcement agencies.”
In particular, Lyashko named the main ones: non-compliance with the electronic queue, lack of basic conditions for comfortable passage of the VLK, and non-optimized routes.
"We start with these things. This is elementary respect for people. In order to speed up the passage of the GDL and make it more convenient, last year we introduced a separate package within the framework of the Medical Guarantees Program, which allows military conscripts to undergo a medical examination in a civilian medical facility with clearly defined deadlines. However, some of the GDL still operate on the basis of recruitment centers, not civilian medical facilities," Viktor Lyashko explained.
He noted that other things are not left out: the corruption component, such as extortion of bribes for taking into account all existing diseases and conditions during medical examinations, schemes for illegally transporting men of draft age across the state border or making decisions to grant deferrals from conscription due to health reasons, the formal approach to passing the VLK by military conscripts, negligence of doctors, problems with appealing conclusions.
"The list goes on. There are many questions. The Ministry of Health does not have direct leverage over all of them, but for our part, we will do our best to ensure that everyone, without exception, works within the legal framework. To do this, we cooperate with law enforcement officers. To do this, we are conducting a dialogue with military administrations. Shameful cases when doctors intentionally give an incorrect diagnosis or demand a bribe for the correct one must stop. Each manipulation must receive a proper assessment by law enforcement agencies.
