On March 1, Ukraine has new rules for the booking of military personnel for enterprises that have been recognized as critical for the functioning of the economy and the state. According to the new Presidential Decree, in order to obtain the status of a "critical important enterprise", the company must meet at least three of the eight defined criteria.
Key Criteria to obtain status:
- Financial ability: the amount of taxes paid and fees for the previous year should exceed EUR 1.5 million.
- Export potential: The enterprise must receive at least € 32 million in foreign currency per year.
- Strategic importance: the enterprise must be included in the list of strategic for the Ukrainian economy.
- Lack of debts: lack of debt on taxes and ESAs.
- Number of employees: not less than 250 people.
- Salary level: The average wage should not be lower than the average level in the region.
- Resident in City Action: an official resident of a special legal regime.
Some enterprises, in particular in the fields of fuel and energy complex, health and culture, can obtain the status of critically important in compliance with only two criteria.
Businesses can apply through the action portal, after which the criteria will be verified. Decisions on status are made by ministries and state bodies, as well as local administrations.
