From December 1, 2024, new reservation rules: how and who can avoid mobilization

From December 1, 2024, new rules for the reservation of workers for military service will enter into force in Ukraine. The booking process will be transferred to an electronic format through the state application "Diya", which will simplify the procedure and allow for faster booking. However, the new rules have certain requirements that need to be met in order to get reserved status.

Basic conditions for booking:

  1. Being on military registration - in order to be booked, the employee must be recognized as a military service member.
  2. Labor relations with a critical enterprise - the enterprise must be defined as critical, providing important functions for the economy or security of the country.
  3. Salary level of at least 20,000 hryvnias — the employee must receive a salary of at least 20,000 hryvnias.
  4. Update of military registration data - the employee must update his data in the registers and make sure that he is not wanted.

Important terms:

  • A reservation valid for November 23, 2024 will remain valid until February 28, 2025. After this date, these reservations will be canceled if the company does not update the reservation through Diya.
  • Critical enterprises must meet two main requirements: the average salary level of employees is not less than UAH 20,000 and the absence of debts to the state and local budgets.

Restrictions on the number of people booked:

According to the new rules, companies can reserve no more than 50% of their conscripted employees. If the company wishes to reserve more than half, it must be approved by a separate decision of the Minister of Defense.
