Until November 15, 2024, Ukraine conducted an audit of enterprises and organizations that have the status of critical and can reserve their employees from mobilization. The review revealed a number of issues that led to an update to the booking approach. This was reported by the publication "Law and Business" with reference to the Cabinet of Ministers of Ukraine.
New criteria for booking
Prime Minister Denys Shmyhal announced the renewal of criteria for enterprises that have the right to book employees. According to him, the new approach will ensure fairness and transparency of the process.
The main changes include:
- Coordination with the Ministry of Defense and the Ministry of Economy . All regional and industry criticality criteria will now agree with these agencies, which will help avoid abuse in the reservation system.
- Requirements for the private sector . A mandatory salary criterion has been introduced: the average accrued salary at the enterprise and for the booked employee must be at least 2.5 times the minimum salary . Also, enterprises must be free of debts to the budget.
Shmyhal noted that these innovations will help reduce the risks of fraud, when employees were employed only to receive a postponement from mobilization.
From December 1, 2024, reservations will be made exclusively through the Diya platform. This will allow the government to monitor the compliance of enterprises with the new requirements in real time. Monthly monitoring has been introduced to ensure that businesses meet all established criteria.
A transition period until February 28, 2025 is provided for enterprises that have already received the right to reserve employees . During this time, all companies must update their documents and bring them in line with the new conditions, regardless of when the deferral was received.
The head of the government emphasized that the new rules will make the reservation system more transparent and efficient. Control over the fulfillment of criticality criteria will help to avoid abuses and ensure that only enterprises that are really important for the economy can book their employees.
"The new criteria are part of our efforts to maintain the stability of the economy during the war, as well as to ensure justice in the mobilization processes," Denys Shmyhal concluded.
