On May 12, 2025, new mandatory dog registration rules have been operated in Ukraine. From now on, every dog owner - an individual or business - is obliged to bring the animal to the Unified State Register through CNAP. This was officially reported by the Kyiv City State Administration.
Who is obliged to register animals
New rules apply not only to private owners, but also to enterprises, FOPs and other dogs that hold dogs. In particular, it is about:

security companies;

warehouses and agricultural enterprises;

DOG Friendly hotels, cafes and restaurants;

brands and PR agencies that use dogs in communication.
How to get registration
To register a dog, you need:

Fill out the application in the form # 1 in the CNAP;

Provide a veterinary passport of an animal with current vaccinations;

To pay the administrative fee - 210 UAH;
-
Get a registration certificate with a unique identifier.
The procedure is the same for all categories of owners. In the case of legal entities or FOPs, the registration is issued by an authorized employee.
Which fines threaten violators
Liability is defined in Article 154 of the Code of Administrative Offenses:

The first violation:

Citizens: warning or 170-340 UAH;

Officials: 340-850 UAH.

Repeated during the year:
-
Citizens: 340-510 UAH;
-
Officials: 510-1020 UAH.

If the unregistered dog caused harm:
-
Citizens: 1700–3400 UAH with the possibility of confiscation;
-
Officials: 3400–5100 UAH, also with the possibility of confiscation.

And the cats?
For cats, registration remains voluntary, but it is recommended to go: it helps in case of loss, facilitates access to veterinary history and serves as a confirmation of responsible care.
Single Registry and Digital Passports
All information is stored in the Unified State Register of Animals Launched in 2024. This is stated here:
