From January 1, 2025, the new Law of Ukraine "On Preschool Education" will enter into force in Ukraine, which will become the basis for reforming and improving the quality of preschool education in the country. The Ministry of Education and Science of Ukraine announced important changes that the law provides for educators, parents, educational institutions and authorities.
The law provides for the optimization of the workload for educators and the establishment of new standards for their work. In addition, educators will be entitled to 56 days of annual leave, which will significantly improve working conditions. Higher additional payments and allowances for teachers will also be established, which will increase motivation and ensure fairer conditions for employees of preschool institutions.
The law is also aimed at increasing the availability of preschool education for children. Parents will have the opportunity to choose the form of education for their children: face-to-face, online or distance learning. In addition, it is envisaged to create new types of organization of the educational process, such as mobile kindergartens, family institutions or mini-kindergartens, which will allow adapting education to the needs of different regions and families.
An important part of the new legislation is attention to inclusive education. Preschool education institutions must create appropriate conditions for children with special educational needs. This will ensure equal opportunities for all children, regardless of their physical or intellectual abilities, which will be a step towards social equality.
According to the new legislation, local authorities and preschool founders will be responsible for providing the necessary resources for kindergartens and for ensuring the availability of preschool education for all children. They will also have to guarantee fair remuneration for educators, which is an important step for improving the quality of education and attracting qualified teachers.
The Ministry of Education and Science notes that the development of additional legal acts that will help to effectively implement these changes in practice is currently underway. In total, it is planned to adopt 28 new normative legal acts that will regulate the work of preschool institutions and the pedagogical community.
