The Cabinet of Ministers submitted to the Verkhovna Rada a draft law on the specifics of the restoration of public power in the Autonomous Republic of Crimea and the city of Sevastopol. It is proposed to create and empower military administrations.
According to Ukrainian legislation, since February 20, 2014, the Autonomous Republic of Crimea and the city of Sevastopol have been under the temporary occupation of the Russian Federation.
The Cabinet of Ministers reminds that the liberation of all territories of Ukraine and restoration of the full line of the state border is a strategic priority of the defense forces of Ukraine in countering the armed aggression of the Russian Federation.
It is proposed to make changes to the law "On the Legal Regime of Martial Law", regarding the creation of military administrations on the territory of the ARC and the city of Sevastopol and granting them appropriate powers in order to perform the functions of the state.
Thus, an appropriate mechanism for the restoration of public power in the temporarily occupied territories of the Russian Federation will be created.
At the same time, February 27, 2014 was set as the date of termination of the powers of state authorities in the temporarily occupied territories.
Military State Administrations (SDA) are temporary bodies of state power established in territories where martial law has been imposed. Their activities are regulated by the Law of Ukraine "On the Legal Regime of Martial Law".
In accordance with the law, the State Administration of Ukraine must ensure the operation of the Constitution and laws of Ukraine, together with the military command, implement the measures of the legal regime of martial law, implement defense, civil protection, public safety and order, protect the rights and freedoms of citizens, and ensure the livelihood of the population.
State administrative bodies have the right to make binding decisions in the relevant territory, issue orders and orders, create temporary bodies of executive power, involve enterprises, institutions, organizations and citizens in the performance of their tasks, use material, technical and financial resources.
The SDA shall operate until the termination of martial law in the relevant territory.
According to polls, the majority of Ukrainians believe in the return of Crimea under Ukrainian control and the end of the war.
