The West is extremely concerned about Yermak's unlimited power – Bloomberg

In June, world leaders gathered in Switzerland to discuss the war in Ukraine. The gathering provided a behind-the-scenes look at Ukraine’s political scene, where Andriy Yermak, the chief of staff to President Volodymyr Zelensky, has become a key figure alongside him. Bloomberg details Yermak’s growing influence and unfettered power.

Andriy Yermak, a former film producer, has become an indispensable advisor to Zelensky in recent years. He occupies a central place in Ukraine’s military and foreign policy affairs. His influence extends to such important aspects as military planning, diplomacy, and domestic political decisions. During the meeting in Switzerland, Yermak was constantly present next to President Zelensky, demonstrating his importance in making key decisions.

As Bloomberg notes, Yermak's growing role is causing concern among Ukraine's international partners, including NATO and the European Union. The concentration of power in the hands of one person can limit transparency and accountability in decision-making, which is especially important in times of war. This concern is deepened by personnel changes that have occurred in Ukraine. Such changes, according to Bloomberg, are often initiated or supported by Yermak.

However, as the publication emphasizes, Yermak himself denies that his influence is growing. He claims that he only coordinates the work and is proud that the president asks his opinion because of the results obtained. President Zelensky also rejected criticism of Yermak, emphasizing that his chief of staff is a “powerful manager” who acts in the interests of the country. Zelensky emphasizes that decisions are made on the basis of consultations with various advisers, although Yermak’s role is particularly significant. However, some experts and critics, as Bloomberg notes, are concerned that Yermak’s increased role may limit opportunities for open and constructive discussions at the highest echelons of power.

Bloomberg notes that concerns about Yermak come at a critical time for President Volodymyr Zelensky. Ukraine is struggling to repel a Russian offensive and is preparing for winter with damaged energy infrastructure. The US election and the possible return of Donald Trump to the White House are calling into question the continued support of allies. Zelensky could also be accused of a “lack of legitimacy” because his term would have ended without martial law.

Yermak’s powers, Bloomberg notes, are broader than those of any of his predecessors. He played a central role in making key decisions during the war: supplying weapons, negotiating security guarantees, overseeing prisoner exchanges and bringing the Global South to Kyiv’s side. Journalists note that some officials compare Yermak’s role to that of a chief executive officer, while Zelenskyy serves as chairman. Yermak says his “power” lies in working 24/7 and taking on more responsibilities and risks.

In May 2024, Yermak allegedly played a key role in the resignation of Infrastructure Minister Oleksandr Kubrakov, who had once had direct ties to Zelensky and was close to the Biden administration. Zelensky is said to tolerate Yermak's "ruthless methods," viewing him as a problem-solver who offers quick and easy solutions.

Yermak is currently engaged in diplomatic activities, and is a kind of architect of Ukraine's peace plan, which aims to attract allies outside the West to Ukraine's demands to end the war before starting a negotiation process with a more isolated Russia.
