The average salary in education in Ukraine remains the lowest among all sectors of the economy, and this trend is of increasing concern. According to the data of the Ministry of Economy, the average monthly salary in the education sector in the first quarter of 2024 was only 12,649 hryvnias. People's deputy Nina Yuzhanina emphasized that this is the lowest indicator among all sectors of the economy of Ukraine.
Salary growth: lowest among other sectors
Although teachers' salaries increased slightly compared to last year, this increase was the smallest of all other occupations. Against the background of constant price increases and economic challenges, teachers found themselves in an even more difficult situation, especially after the changes announced by the government.
Bill No. 11416: additional pressure on teachers
Government draft law No. 11416, which provides for an increase in the military levy from 1.5% to 5% for all employees, including teachers, further complicates the financial situation of teachers. The move was motivated by the need for additional defense funding, but for educators it means a reduction in already low incomes.
Changes in educational subvention: new challenges for teachers abroad
In addition, the Cabinet of Ministers of Ukraine made changes to the rules for receiving educational subsidies. According to the innovations, layoff payments will be provided only to teachers and employees of inclusive resource centers located in Ukraine. This decision aims to save budget funds, but will leave those educators who are abroad due to war or other circumstances without financial support. These changes will take effect from the moment of publication and will be applied from September 1, 2024.
Implications for educators
Such changes can lead to serious social consequences. Educators who work abroad or have been forcibly relocated are left without support, which may force them to reconsider their career plans or even look for work in other sectors. This can also negatively affect the quality of education in Ukraine, because without proper motivation and support, qualified teachers may leave the profession, which will lead to a shortage of personnel in schools.
