The Government of Ukraine has developed a draft law on the demobilization of military personnel during martial law, but its submission to the Verkhovna Rada is scheduled for no earlier than spring 2025. This was announced by First Deputy Minister of Defense Ivan Havrylyuk during the government's question hour in the Verkhovna Rada.
According to the Deputy Minister of Defense of Ukraine, the project is already ready, but in order for it to be submitted for consideration, it is necessary to ensure conditions that would not lead to a threat to the existence of the state of Ukraine.
The delay in submitting the bill is due to the need to develop a mechanism to replace the large number of servicemen who may be demobilized. According to officials, an important part of this process is ensuring who or what can replace these people on the front lines.
Today, Ukraine's mobilization reserve is 3.7 million people, and the total number of male citizens aged 25 to 60 is 11.1 million. The Ministry of Defense emphasizes that before submitting the draft law, it is still necessary to complete a number of preparatory measures to guarantee the country's security in the context of the ongoing war.
Recall that according to the original plans of the Ministry of Defense, work on the draft law was to be completed by December 18, 2024, but given the complexity of the situation, the deadline for submitting the draft law was postponed to next year.
