The Committee of the Verkhovna Rada of Ukraine on Education and Science recommended that the parliament adopt a draft law that would allow recognition of the results of Ukrainian children's studies abroad. This document is designed to ensure educational rights for 700 thousand - 1 million schoolchildren who were forced to leave due to the war.
"... based on the results of its consideration in the first reading, it should be accepted as a basis and as a whole," the committee concluded.
The draft law supplements the sixth article of the law "On comprehensive general secondary education", according to which "citizens of Ukraine have the right to the recognition of the results of their studies obtained through formal and/or informal education at subjects of educational activity located abroad (except the state recognized by the Verkhovna Rada of Ukraine by the aggressor state or the occupying state), in accordance with the procedure approved by the Cabinet of Ministers".
The author of the draft law, Serhiy Babak, points out that the draft law will provide legal grounds for the Cabinet of Ministers to develop regulations that will allow crediting the results of education of children who have gone abroad.
There is also another problem that is outside the legal boundaries. We are talking about educational centers that were created after February 24 abroad, which have different status. For example, there are those that have the official status of a school registered under the national legislation of the host country. The list of these schools is known to educational managers, because these educational institutions were provided with textbooks provided by our state. There are also centers of non-formal education - from weekend schools to small associations of citizens that teach schoolchildren. After the start of the full-scale invasion, from 700,000 to 1 million school-age children left Ukraine. Our task, at least, is to leave a close connection with the educational system of Ukraine, so that, as we hope, they will return to us after our victory", Babak noted.
