Disability decisions in Ukraine can now be challenged through the newly created center for assessing a person's functional state. This body is gradually replacing the system of medical and social expert commissions known as the MSEC.
According to the pension, the main change is the approach to determining disability. Previously, the decision was made mainly on the basis of a medical diagnosis, it now also takes into account the real ability of a person to perform daily tasks. It is about the possibility of self -care, movement, communication and performing habitual actions, taking into account the state of health. This principle is called an assessment of the functional state.
Citizens who disagree with the decision on the appointment of disability may apply to the Center for clarification and file a complaint. The hotline works for this. Calling, you can find out if the appeal is registered, clarify the stage of the case, obtain instructions for submission of documents, as well as ask contact information for further communication.
The center operates on weekdays from eight to sixteenth o'clock. Changes aim to make a disability system fair, transparent and focused on human needs, not just formal indicators. It is part of a broader reform aimed at updating social protection approaches.
