They want to match the salaries of officials with the level of income of the military on the front lines

An initiative to limit the salaries of high-ranking officials, judges, deputies and members of supervisory boards is being actively discussed in Ukraine. It is proposed that their incomes should not exceed the salary level of military personnel who provide combat tasks on the front lines.
No more than on the front line - the Verkhovna Rada will consider a bill on limiting the salary of members of supervisory boards, judges and deputies to UAH 100,000

A group of People's Deputies, which on December 13 registered draft law 12316 on amending Article 28 of the Law "On the Legal Regime of Martial Law" regarding the limitation of wages for certain categories of persons in the conditions of martial law, proposes to pay no more than to military personnel on the front lines.

Thus, it is proposed to supplement the final provisions of the law on the legal regime of martial law with a norm to establish that temporarily, during the period of martial law, the wages, financial support of employees, officials and officials of budgetary institutions (including state authorities and other state bodies, and as well as local self-government bodies) are calculated in an amount that does not exceed the maximum amount of payments to military personnel who take direct part in hostilities (100 thousand hryvnias per month).

At the same time, the specified maximum amount does not take into account the amount of temporary disability benefits and payment of annual leave.

The restriction does not apply to the calculation of wages and financial support to military personnel, rank-and-file and senior members of the civil defense service, i.e., it does not apply to rescuers.

Separately, it is indicated that the limit of 100,000 UAH is also applied when calculating salaries and financial support for people's deputies of Ukraine, members of the Cabinet of Ministers, employees of the President's Office, judges, judges of the Constitutional Court of Ukraine, prosecutors, members of the High Council of Justice, members of the High Qualification Commission of Judges of Ukraine , members of the Accounting Chamber, employees, officials and officials of the National Bank of Ukraine, as well as other officials and officials persons, employees whose wages are regulated by special laws, including those of the State Bureau of Investigation and the Bureau of Economic Security of Ukraine (except for the persons specified in the second paragraph of this clause), employees of economic entities, 50 percent or more of shares (parts) of which belong the state or another business partnership, 50 percent or more of shares (parts) of which belong to the state, members of the supervisory boards of such business entities.

It should be noted that according to the Ministry of Finance of Ukraine, the average salary of management for October 2024 was UAH 330.7 thousand in the National Commission for State Regulation in the Energy and Utilities Sector, UAH 276.7 thousand in the State Customs Service, UAH 276.7 thousand in the State Financial Service monitoring - UAH 234.7 thousand, to the National Agency for the Prevention of Corruption - UAH 232 thousand, to the Pension Fund of Ukraine - 194.8 thousand UAH, National Social Service Service - 144.6 thousand UAH, etc.

As " Sudovo-yuridychna gazeta " previously wrote, draft law 12265 was submitted to the Verkhovna Rada, which proposes to determine the amount of remuneration of a member of the High Council of Justice in the amount of the official salary of a local court judge (ie, about UAH 63,000). We would like to remind you that after the changes, the salary of the members of the VRP starts at UAH 236,000, not including additional payments.
