In January 2025, the average salary in the central state authorities of Ukraine increased by 27.6% compared to last year and amounted to UAH 49.25 thousand. Such data is cited by the Ministry of Finance of Ukraine. For comparison, the average salary in the country according to the Pension Fund of Ukraine was UAH 18.7 thousand, which is 24.6% more than in January 2024.
Among government agencies, the highest salaries are received in the Antimonopoly Committee, where the average level of income is 76 thousand hryvnias per employee. The National Agency for the Prevention of Corruption is the second place-UAH 75.8 thousand, and the third is the Secretariat of the National Tripartite Socio-Economic Council, where the average salary reached UAH 66.6 thousand.
The level of salaries of civil servants varies significantly depending on the region. The highest salaries are recorded in the Kharkiv region - 49.8 thousand hryvnias, Lugansk - 44.8 thousand, Kherson - 43 thousand, Donetsk - 39.8 thousand, Odessa - 39.1 thousand and Kiev - 36.7 thousand hryvnias. At the same time, the smallest salaries are received by officials in Vinnytsia region - 19.9 thousand hryvnias, Chernihiv - 20 thousand, Ternopil - 21.1 thousand and Kirovograd - 21.7 thousand hryvnias.
It is worth noting the level of income of heads of state institutions, which is much higher than the average salary of civil servants. The highest salary is received by the Head of the State Financial Monitoring Service of Ukraine - UAH 423.5 thousand. In the second place, the Secretariat of the National Tripartite Socio-Economic Council-UAH 232.3 thousand, and the third place is occupied by the head of the NAPC with a salary of UAH 230.9 thousand. Heads of the State Tax Service of Ukraine - 211.9 thousand and the State Tourism Development Agency - 202.6 thousand hryvnias - receive high salaries.
In December 2024, the average salary of officials reached UAH 79.8 thousand, but this is due to annual awards. In total, for 2024 it amounted to UAH 54.4 thousand. However, in March 2025, the Verkhovna Rada adopted a law on uniform approaches to the remuneration of civil servants, which can further raise the average level of income of officials in the future.
The increase in the salaries of civil servants occurs against the background of economic challenges that Ukraine is experiencing. Whether such expenses are justified, it remains an open question. So far, the state is investing significant funds in the official of the officials, while the average income of Ukrainians remains almost three times less than the average salary of a civil servant.
