The Prosecutor's Office reported in absentia on suspicion Serhiy Kryvenko, the founder and director of the Adzhalyk charitable foundation, of organizing the illegal smuggling of people across the state border. According to the investigation, in 2023, Kryvenko repeatedly submitted to the head of the Kherson OVA lists of persons allegedly involved in the transportation of humanitarian aid for the needs of the Armed Forces of Ukraine, medical institutions, and the civilian population, and on the basis of the permits received, ensured the departure of at least seven conscripts who did not return to Ukraine.
In December 2023, the head of the Kherson OVA, Oleksandr Prokudin, named the Adzhalyk Foundation among the organizations that did not return after their second trip abroad. This criminal case complements the previous suspicion that the Prosecutor General's Office and other law enforcement agencies had already raised against Kryvenko: in February 2025, he was reported on suspicion of embezzling UAH 3.4 million in charitable donations. The investigation claims that the money collected to help the Armed Forces of Ukraine was spent mainly on personal needs - this was confirmed by a series of searches on the foundation's territory.
Serhiy Kryvenko previously worked in law enforcement agencies (1996–2004), in particular in the tax police, was a deputy of the Dovzhansky village council of the Odessa region and the head of the local branch of the Party of Regions. The Adzhalyk Charity Fund has been operating since 2016; criminal proceedings regarding its activities began in 2023 and have been gaining new episodes since then.
Currently, the suspicion has been raised in absentia; its further development will depend on the results of investigative actions and procedural access to the suspect. The situation requires an examination of all circumstances — from the issuance of permits to the use of collected funds and the movement of people abroad — and may have consequences for both the management of the fund and those who approved the movement permits.
