In October 2024, the deputy head of the Kyiv City State Administration, Dmitry Zagumenny, visited Italian Florence as part of the International Conference on Re-Generation. The cost of a business trip, according to financial documents, amounted to UAH 141 194.64. About it reports the publication "StopCor", which refers to a copy of official documents.
The basis for the trip was the order of the mayor No. 864 of September 23, 2024. The cost estimate was approved by the deputy head of the KSCA apparatus Petro Mosiychuk in accordance with the Cabinet of Ministers Resolution No. 590, which regulates budget expenditures in the conditions of martial law. It clearly states that international trips should be justified and necessary.
The business trip report stated that during the Zagumenny conference he made contact with ZAM Group SRL, discussed the issues of humanitarian aid in Kiev and presented the experience of functioning of the Kiev Contact Center for hearing impaired. The topic of involvement of investors in the reconstruction of urban infrastructure was also raised.
However, the response of the KSCA apparatus states that the financial report is only about daily costs worth 24 269.05 UAH. The rest of the costs - flights, accommodation, transport - according to the estimate, amounted to more than UAH 141 thousand.
The public has raised questions about the expediency of this trip in the conditions of war and a limited budget of the capital. In particular, it should be reminded that this is not the first international business trip of the Zagomny: in 2022 he also attended a conference in Barcelona, which even then caused disputes over the priorities of urban expenditures.
In addition, the name Dmitry Zagumenny was mentioned in 2023 in the context of the case of fictitious trips of the Kyiv City Council's deputies related to the avoidance of mobilization.
According to the declaration, in 2023 the official declared 900 491 UAH of income, and in 2024 - already 1 150 679 UAH. His wife Irina Zagumenna, as an individual entrepreneur, declared 4 211 424 UAH of income. The couple also indicated cash savings in the declaration: $ 25,000 in Zagumen and $ 15,000 and 30,000 euros in his wife. Among the property is the 2018 BMW X3 car registered with Irina Zagumenna.
Against this background of these data, the public interest in the foreign business trips of the KSCA officials in war is only increasing.
