Kharkiv's deputy mayor declared 40 hectares of land near Kiev and $ 300,000

The deputy mayor of Kharkiv on digital transformation, Sergei Kuzmin owns 40 hectares of land in the suburbs of Kiev, three cars, cash of $ 300,000 and uses two apartments, without specifying the grounds for this use. These are the data on his declaration, which raises a number of questions about the transparency of the official income and ties.

Kuzmin owns 50 land plots in the village of Bigorodka, Buchan district, Kyiv region, with a total area of more than 40 hectares. All the plots were purchased in 2007-2009, that is, before his career in public service. According to the last monetary valuation, their total value is about 600 thousand hryvnias.

The declaration also stated that the official uses a 204.7 m² apartment in Kiev free of charge, which is owned by Olena Kushnaryova, and another apartment in Kharkiv, which is decorated on Anna Watervoy. The status of these relationships is not revealed, which may indicate undeclared agreements or a potential conflict of interest.

The real estate also lists the garage in Evpatoria, purchased in 2003. Its value is not specified, but access to the object, given the occupation of Crimea, is doubtful.

Kuzmina's fleet consists of a Mercedes-Benz G 55, S 65 and Mitsubishi Lancer. All purchases were made from 2015 to 2022. In addition, in 2024 he rents Land Rover Defender 2020, which belongs to Vitaliy Lutsenko. The cost of rent is not specified.

The main income of Kuzmin is the salary in the Kharkiv City Council - UAH 2.2 million for 2024.

The declarant's monetary assets are $ 300,000 in cash. He also has a financial obligation - a return assistance from Sergei Kuzmin (probably a relative) for $ 210,000, received in 2016. In eight years, the amount of debt has not changed.

From intangible assets, Sergei Kuzmin declared the invention - a device for determining the concentration of radon in the air, registered in 2017. However, no income or use of this asset is specified in real activity.

Kuzmin is also the President of the Association "Expert Organizations of Ukraine", although the declaration does not specify whether this position is made or influenced by this position.

The only member of the family in the declaration lists the son of Matthew Kuzmin, who has a temporary residence permit in Austria. This may indicate a part of the family abroad for educational or safety reasons.
