The Ukrainian Office for Support of Changes in the System of the Ministry of Defense proposes the introduction of a new full-time position - procurement officer in the Armed Forces of Ukraine. This step is aimed at increasing the efficiency and effectiveness of the provision of the army. According to Yevgeny Silverstov, head of the procurement policy of the Office, research and analysis are currently being conducted, as well as specific proposals are being formulated for the creation of this new position in the staff structure of the Armed Forces.
Silverstov explained that at the moment there is a centralized and decentralized procurement system for the army, but there is no specialized procurement officer in the state. He emphasized that the absence of such a position violates the legislation on public procurement. It is noted that currently about 450 structures that are subordinate to the Ministry of Defense are designated as customers in the field of defense, and the number of procurement positions will depend on the volume of purchases made by various parts of the Armed Forces.
Silverstov also noted that different military units carry out purchases for different amounts of funds, therefore the expediency of introducing the position of procurement officer will be determined by the specific needs and capabilities of each structure. At the same time, he pointed to the absence of such a position in the army units, which violates the legislation on public procurement.
