Demobilization during war is not provided for by law, Zelensky said in an interview with French media outlets BFM TV and Le Monde, the Office of the President reports.
"There are debates among parliamentarians, they argue about when you can release guys, when not, which of them can, etc. In ordinary legislation, there is no demobilization during wartime. No one counted on this. Therefore, there are various issues: regarding rotation, vacations," the president said in an interview with French media.
The President noted that there is currently a lot of misinformation about mobilization in Ukraine. He emphasized that mobilization has been going on since the beginning of the war and has continued every few months. According to Ukrainian law, mobilization has never stopped.
Zelensky said that when you are in a war, you understand that this or that legislation was adopted by parliament, but in peacetime. However, during a war, the state comes to more practical details. Therefore, amendments to the law on mobilization regarding some practical steps are in parliament. In particular, the first reading has been passed, but debates continue. Parliamentarians argue about when it is possible to release soldiers and when not.
“Because in normal wartime, there is no demobilization during wartime in normal legislation, that is, no one is counting on it or did not count on it,” said Volodymyr Zelenskyy.
He noted that there are various issues regarding rotations and leave. In particular, the military wants to know what can be improved, and parliamentarians want to see the possible consequences for certain segments of the population.
The President added that after the debate in parliament, a vote on the draft law on mobilization will take place.
