Gostomel became one of the key targets of the Russian occupiers on their way to Kyiv: it was shelled and bombed from the air, and an enemy landing force tried to land at the local Antonov airport. Heavy battles were fought for the airport and the village itself, and it was possible to liberate the settlement only on April 2.

According to the data of the Rebuildua project, the Russians caused damage to Gostomel for approximately 9.5 billion hryvnias. More than 4,500 buildings were damaged here. Destroyed - 546. Some streets are more than half destroyed. Worse than the Russian "liberators" turned out to be our corrupt officials who continue to profit from human suffering.
This small cottage complex, located at prov. Malyovnichy, 5 suffered significant damage in March 2022 and is now in need of major repairs.
Before the invasion, 42 families lived here. Now all of them are on the street and cannot return to their homes due to corruption in the government offices.
The Department of Regional Development of KOVA is engaged in the restoration of this complex. "Overhaul of a residential building at the address: Kyiv region, Buchanskyi district, village Gostomel, prov. Picturesque 5" with a total cost of almost UAH 30 million has already been announced four times, starting from September 2023. After the bidding, the tender was canceled each time. In the tender, which was announced on September 18, one company State Joint Stock Company "Building Company "UKRBUD" took part. However, the customer rejected the offer. The residents of the building contested the customer's decision, expecting that their house would start to be rebuilt by winter. They even sent a complaint to the State Audit Service, but KODA canceled the tender and announced it again 10 days later, and then three more times. In total, 5 companies took part in the tenders:
— State Joint Stock Company "Construction Company "UKRBUD";
— LLC "Ukrainian Construction Company";
— Construction Company "EUROBUD-2000" LLC;
— "Capinvestbud" LLC;
— AES-Group LLC.
The company "Ukrainian Construction Company" gave the lowest offer twice — 20 million 215 thousand UAH in the tender of January 17. The customer even recognized her as the winner, but soon this decision was canceled and the tender was canceled.
In its defense, the Department of Regional Development always has a convincing argument prepared in advance - the procurement is canceled due to non-compliance with the terms of the technical specification and other requirements regarding the subject of procurement of the tender documentation. However, as practice shows, not all participants are disqualified by the tender committee of the Department due to inconsistencies in documentation. The reason is different — the customer was unable to agree with any company on a kickback amounting to 15% of the purchase price. In this case, it is UAH 4.5 million.
Our sources at KOVA claim that the gray cardinal in the organization of corrupt tenders in the Kyiv Regional Military Administration is the adviser of the head of KOVA Ruslana Kravchenko — Oleksandr Vasyliovych Onishchenko.
We spoke with some contractors and procurement participants from the Department of Regional Development. Business representatives complain that Oleksandr Onyshchenko is blocking the honest and transparent reconstruction of Kyiv region. In regional business circles, the official is called a cash collector for agreed tenders. The official communicates openly with the selected business representatives, names his conditions for the participant's successful victory at the auction and gives commands to the tender committee to develop the tender documentation specifically for a specific participant.
The same situation arose with the reconstruction of a cottage town in Gostomel. Tenders for the reconstruction of this facility have already been held and canceled four times, and Onyshchenko has not yet found a contractor who is ready to pay a 15% kickback for the received tender. Therefore, the Department of Regional Development of KOVA announced the procurement for "Overhaul of a residential building at the address: Kyiv region, Buchanskyi district, Gostomel village, av. Picturesque 5" VPYATE. The deadline for submitting proposals is February 1, 2024. As of today, there is NO participant.
What do officials expect when they announce the same tender for the fifth time? That they will find a company that will agree to a kickback of 15% of the cost? Agree that the adviser would not be able to personally implement such decisions without the approval of the manager, i.e. Ruslan Kravchenko.
Instead, as representatives of the construction business report, Oleksandr Onyshchenko, having an influential "roof" in law enforcement agencies, arbitrarily conducts negotiations with contractors, terrorizes the latter with pressure from law enforcement agencies and blocks the signing of acts of completed works. All in order to force contractors to pay a fixed payment - 15% kickback for each signed contract.
You can make a lot of excuses, refer to baseless accusations, but anyone who wants to can check the authenticity of the facts presented on the open platform "Prozorro". We analyzed only one out of ten protracted tenders coordinated by the Department of Regional Development of the Regional Development Authority of Ukraine in the person of Oleksandr Onishchenko. As research shows, every second tender of the Department carries with it traces of corruption and lust for enrichment of high-ranking officials from KOVA.
It is obvious that the slogans of the Kyiv Regional Military Administration about the transparency and accountability of the reconstruction of Kyiv Oblast are nothing more than pandering to people who have already suffered enough at the hands of the Russian invaders.
Meanwhile, officials from KOVA have not been able to decide on the company to be entrusted with the reconstruction of the house in Gostomel for the 5th month. At least 42 families who have been unable to return to their homes for almost two years are waiting for such a decision. So far, Ukraine is taking only the first steps in reconstruction, but it is important that these steps are in the right direction. And kickbacks, compromises and pressure from KOVA management do not give confidence to international partners that Ukraine is being treated from the main tumor - corruption.
