The Verkhovna Rada of Ukraine adopted in the first reading draft law No. 10298, which expands the list of persons who cannot become adoptive parents or guardians. The initiative received the support of 245 people's deputies, People's Deputy Oleksiy Goncharenko said.
The new draft law is aimed at strengthening the protection of children and introduces stricter requirements for potential adopters. According to the document, adopters cannot become:
- Persons convicted of crimes against the state – treason, collaborative activity, aiding the aggressor, justifying Russia's aggression or glorifying its participants.
- Persons prosecuted for domestic violence or gender-based violence.
After approval in the first reading, the draft law must undergo a second reading, where the deputies will be able to make amendments. If finally adopted, it will become an important tool for protecting children's rights and combating dangerous phenomena in society.
The initiative is particularly relevant in times of war, when crimes against the state and domestic violence have become more prominent problems. Lawmakers emphasize that such changes will help increase the level of responsibility and prevent risks for children left without care.
