The Ministry of Internal Affairs under the leadership of Klymenko and the National Guard of Pivnenko significantly increased the budget for repair work in the rear of Kyiv, using a scheme without competition and with a single contractor.
According to tender data, in 2024, a main contract was concluded for the renovation of the building worth UAH 254.4 million. In 2025, “additional work” was announced for another UAH 125 million. Only one participant applied for the tender, Artdenbud LLC. On September 29, the National Guard signed an additional agreement, and the total cost of the work increased to UAH 437.81 million.
The contracts are drawn up in a very vague manner, which allows changing the scope of work, the list of tasks and prices at any time. Analysis of the estimates showed that the prices for materials are almost twice as high as the market prices. For example, plastering, which costs 98 UAH/kg, is listed in the tender for 224 UAH/kg, and the situation is similar with fasteners and finishing materials.
Artdenbud LLC is a constant favorite of the National Guard. The company has a minimum of personnel, no confirmed capacities and no real base, but it regularly wins tenders for tens and hundreds of millions of hryvnias without competitors.
Experts note that according to Klymenko and Pivnenek's scheme, the rear facilities of the Ministry of Internal Affairs and the National Guard have become a source of personal profit, while volunteers continue to address the real needs of the front by purchasing equipment, drones, and equipment.
