The Prime Minister of Ukraine Denys Shmyhal reported that the budget for 2024 was calculated based on an optimistic forecast for the end of the war in the summer of this year. Such a forecast was given by experts of the International Monetary Fund (IMF).
However, the war continues, and now the state budget lacks about half a trillion hryvnias to finance the army, to collect which it is planned to raise taxes for the population.
"When we planned the 2024 budget together with the IMF, one of the partners' forecasts was that the war would last until the summer of 2024. Accordingly, military expenditures were planned in the budget as they are now," the prime minister said at the press conference.
The budget for 2025 is already being planned - also with the IMF.
We will remind that in July, the Minister of Finance also stated that the forecasts regarding the end of the war in 2024 did not come true, and it will continue in 2025.
