The Ministry of Education and Science of Ukraine emphasizes that studying at a university or postgraduate school cannot serve as a pretext for evading mobilization. According to Deputy Minister Mykola Trofymenko, any attempts to use education to avoid service are carefully checked together with law enforcement agencies and the State Education Quality Service.
As part of these inspections, it was discovered that the Classical Private University tried to retroactively add about three thousand “postgraduate students” to the EDEBO. Because of this, the educational institution’s license was revoked. The Ministry reports that today there are about 15 thousand postgraduate students studying in Ukraine, of whom 4,600 entered in 2025, and in 2024 10 thousand people studied on a budget and contract basis. Some of the students have already been expelled based on the results of the inspections.
Despite this, the admission campaign for postgraduate studies is ongoing, and this year the state has allocated 7,000 budget places, so the number of postgraduate students is expected to increase. The planned implementation of a single state test in Ukrainian and foreign languages for postgraduate students has been postponed for now.
The Ministry of Education emphasizes that law and order in the field of education and mobilization remains a priority, and no attempt to use education to avoid service will go unnoticed.
