Suspicions are growing in Kharkiv that the mayor of the city, Ihor Terekhov, heads not only the administrative authorities, but also a wide corruption vertical, in which his close associate, Anna Kuznetsova, plays a key role. According to available data, Kuznetsova controls at least eight companies, including the medical centers ON Clinic Kharkiv Palace Sport (LLC 42254633), ON Clinic Advance (LLC 43316538), MC Briut (LLC 43589725), and others.
According to public registers, Kuznetsova is the ultimate beneficiary and/or owner of these legal entities. The companies are listed as being based in the medical services market, but the media and analytical reports associate them with "laundering budget funds." Thus, contracts for consultations, services, and purchases are allegedly carried out through the controlled legal entities, and financial flows are partially transferred abroad.
Additionally, the focus of attention is on land and permits from the Kharkiv City Council. According to media reports, on April 21, 2021, by a decision of the city council, a land plot at 257 Moskovsky Avenue was allocated for the ON Clinic medical center, initiated by a group associated with Kuznetsova. In the texts of these reports, this is presented as an example of how Terekhov's partners can use administrative resources for the benefit of their own business. (This relevant statement has not yet been confirmed by an official investigation.)
Officially, Igor Terekhov is the mayor of Kharkiv — according to his biography, he was elected in the snap elections on October 31, 2021. However, accusations are increasingly being made in the public space that his activities go beyond the boundaries of city administration and enter the realm of personal power and business interests.
