According to our sources in the KMDA, he was recently appointed to the position of acting Dmytro Rakhmatullin, head of the KP "ATP KMDA", is not so much engaged in the development of the enterprise, but mostly in bringing it to bankruptcy, for the possibility of opening a commercial parking lot in the premises of the KP at Borys Grinchenko 3A.
KP "ATP KMDA" has in its use two material and technical bases - in the very center of Kyiv on the street. Borys Grinchenko, 3-А in the Shevchenkiv district and on the street Zaliznychnyi, 14 in Solomyansky district. Service stations, car washes and car storage areas operate in these areas. In addition, "ATP KMDA" provides transportation services and repairs cars that were damaged on the front line.
Vitaliy Klitschko appointed Dmytro Rakhmatullin as the temporary head of the KP "ATP KMDA" in February 2024. Previously, Rakhmatullin headed the municipal parking inspection - at a time when the inspection was repeatedly in scandalous publications and in the field of law enforcement. Ultimately, in the summer of 2021, Rahmatullin received suspicion from the law enforcement officers with accusations of "double fines" - overpayment by Kyiv citizens during evacuation and groundless seizure of cars. The inspectorate rejected the accusation , however, Rahmatullin had to resign .
In addition to the scandals related to the leadership of the communal parking inspection, Dmytro Rakhmatullin came to the attention of investigative journalists of the Dubai Unlocked international project. As part of the investigation, the "Schemy" publication gained access to data on the owners of real estate in Dubai and found among them current Ukrainian officials who have property in the Emirates, but do not inform the Ukrainian society about it, as required by anti-corruption legislation.
In particular, according to " Chem" , the property rights of Dmytro Rakhmatullin for 16 apartments in the Ferretti Luxury Beach Residence skyscraper with a total area of 2,255 square meters are indicated in the Dubai registry. According to transaction data that reached the journalists of the Dubai Unlocked project, Rahmatullin's apartments were worth $14.5 million. However, the building has not been completed since 2009.
