After the journalists of Bihus.info listening to the so -called group of "Smotryshchego for Kiev" by Denis Komarnitsky, in the capital again talked about the "toilet scheme" - a scheme of sawing city land through fictitious objects. But among the less noticeable but no less influential figures was Viktor Domagalsky, a deputy of the Kyiv City Council from the UDAR Party and the former adviser to the mayor Klitschko on anti -corruption issues.
Journalists, activists and analysts have already suspected that the facade of "anti -corruption promises" is hidden a classic conflict of interest, which intertwined politics, property, controlled funds and private notarial activities.
As the veteran of the Armed Forces and Public Activist Oleg Simoroz found out, Domagalsky created a charitable fund "united for Ukraine", the head of which was his assistant. According to the official version, the fund helps the needy, but in practice - is engaged in sowing the district. Pasks and grocery solders purchased by the donors are distributed to the deputy voters in the "UDAR" branded jackets and under the personal reception brand.
Data from voters' questionnaires are collected with "help". It is a classic election scheme under the cover of charity, which is not new, but still effective.
However, the most spicy part of the history is the participation of the wife of the deputy, Alla Mayorova, in land schemes. She is a private notary in Kiev, a member of the Capital Bar Council. It is her signature that stands under the lease agreement for one of the plots within the "toilet scheme" - on the street. Lagerna, 46/48-B. The land was issued on Valentina-92 PE, which is associated with other legal entities that appear in a criminal case on fraud with city land.
Valentine-92 owners have a direct connection with LLC "Budgroup Elite" and Kingsta LLC-companies that, according to anti-corruption investigations, are in the sphere of influence of a number of persons related to Denis Komarnitsky, expreient of KSCA chairman Petro Olenich.
It was because of the notarization of fictitious rent - under the guise of "garages" or "dog booths" - the land plots bypassed and were transmitted in fact for nothing.
The Domagalsky Declaration testifies to a sufficiently wealthy life: a house more than 200 square meters. m in the Buchan district, more than 40 acres of land, Bagi, motorcycles, several cars. The wife is also not a simple notary, but a person who had access to documents in key schemes that have now become the object of interest of law enforcement.
If you combine her notarial acts with the deputy's activity of a man in the budget commission, as well as with the political leadership in the UDAR party, there is a classic example of a hidden influence on the allocation of resources.
Formally, it is not easy to prove the "conflict of interest" in such a design. But the social question is obvious: can the mayor of corruption prevention may have a wife who certifies contracts in the schemes that are currently investigating as corruption?
While Vitaliy Klitschko is talking about zero tolerance, and the UDAR party is preparing for the next election, his associates are building systems of influence based on "charity", offshore, family notarial business and old schemes.
