Financial Stroke for Aytyshniki: NBU sharply limited currency payments abroad

On May 10, 2025, the National Bank of Ukraine has further limited the possibility of payments to Ukrainians abroad from foreign currency accounts. New restrictions have affected eight categories of services at once, and now the total limit on the expenses of the currency card in these areas is no more than 500 thousand hryvnias per month.

These restrictions were imposed by the NBU Resolution No. 53 and relate to the following categories of payment:

  • advertising services,

  • consulting, PR, management,

  • legal and accounting services,

  • public services,

  • personal services,

  • And also all other "not classified" professional services.

This is the second similar decision of the regulator. For the first time, the limit of UAH 500,000 was introduced on September 10, 2024, but then it concerned only the payment of agency and realm services abroad. Now it extends to all the above mentioned directions together - not for everyone separately.

For comparison, from hryvnia cards limits for foreign costs have long been set:

  • no more than 100 thousand UAH for goods and services,

  • no more than 12.5 thousand UAH per week (and 50 thousand UAH per month) for cash withdrawal,

  • P2P transfers from foreign currency cards-not more than 100 thousand UAH.

The purpose is to prevent the "leakage" of currency from the country, especially because of doubtful or gray financial schemes, experts explain. According to a representative of one of the system banks, the NBU monitors the directions where the currency is spent the most active, and imposes restrictions to restrain the misrepresentation of funds.

“The regulator is convinced that some of these expenses are not a real need for citizens abroad, but a cover for schemes. Although serious "players" have long gone into the crypt, the NBU is trying to block at least banking channels, "the banker said in a comment on" Stran ".

At the same time, the rules have softened for business. In particular:

  • Increased limit for withdrawal of cash from corporate hryvnia cards abroad up to 17.5 thousand UAH per week (there were 12.5 thousand),

  • The limit for payment of goods and services from business cards was raised up to 150 thousand UAH per month (there were 100 thousand),

  • Payments for court, registration, forward contracts abroad are allowed.

Thus, the NBU continues the exchange rate on increased currency control in the conditions of war, while trying not to stop the operational activities of Ukrainian enterprises abroad.
