In May 2025, Kyiv concluded contracts of over UAH 4.5 billion, of which more than 370 million was directed to the next stage of implementation of the External Lighting System. This megaproject has been absorbed by the capital billions for the seventh consecutive year, and its non -alternative executor remains a company related to businessman Gleb Lviv - a former husband of gymnast Lilia Podkopayeva.

According to the public module of analytics Bi.prozorro, most of the money in May went to construction and repair work - UAH 1.78 billion. But the most expensive separate agreement of the month - it is for lighting: KP "Informatics" paid more than UAH 370 million for delivery of 131 controls.
The contractor was the Hidden SE “Hidden Energy”, which only has received orders for UAH 2.18 billion through Prozorro. The founder of the company is the same name LLC, the ultimate beneficiary is Gleb Lviv, and the head is Artem Bugai. All orders come solely from KP "Informatics".
The system of automatic management of street lighting Kiev began to be implemented in 2018 - without tenders, with the wording "Lack of competition". The first contract was received by Hidden Energy.Yue, which also belonged to Lviv. In 2020, the newly created SE “Hidden” with the same team and the owner continued the work.
Since then, KP Informatics has concluded more than 20 contracts in the amount of more than UAH 2.37 billion. All - with Hidden, except for one minimum agreement for 305 thousand UAH. The project is supposed to ensure energy efficiency, network control and prompt response to breakdowns, but the city does not officially evaluate the efficiency of the system.
In 2021, KP "Informatics" ordered a study of the economic effect of the system, but at the request of journalists replied that there was no such information. The only source of data was the interview of Gleb of Lviv itself, which in 2020 stated that in 2019 it amounted to UAH 25 million. Against the background of the billions spent, it looks quite modest.
KP "Informatics" is subordinated to the Department of Information and Communication Technologies of the KSCA, which from 2021 to 2025 was killed by Petro Olenich. In March 2025, he was released after suspicion of frauds with capital land.
Today, KP "Informatics" is headed by Mykola Zanporov, Victoria Itskovich is the director of the profile department.
Despite billions of expenses, the city authorities have not yet published any detailed reports on the results of the project. Prozorro documents include standard "energy efficiency" and "automation" formulations, but a clear answer to the questions - how many are really saved and what indicators are improved - the people of Kiev did not receive.
Against the background of war and budget deficits, this raises more questions. Will the project of KP "Informatics" will be an example of true digitalization - or another expensive imitation?
