The Ministry of Digital Transformation has published practical recommendations for citizens in the event of mass power outages. The aim of the advice is to help effectively use available resources, stay connected, and support communication with family and services during blackouts.
The first tip is to download the Invincibility Points Map in advance in the Action app from the home screen. This will allow you to quickly find the nearest place where you can charge your phone, connect to the internet, or contact relatives and emergency services.
The second recommendation concerns stable home Internet during long outages. The Ministry of Digital Economy advises connecting to providers with XPON technology — it can provide network access for up to 72 hours during blackouts. You can check whether your provider uses XPON on the interactive map from the Ministry of Digital Economy and LUN. If necessary, purchase a power bank and connect it to the router and ONU subscriber terminal to ensure autonomous network operation.
The third tip is to use national roaming in case of network overload or damage to stations, which allows you to connect to the network of another available operator. Instructions for users:
• Disable automatic network selection.
• On Android: Settings → Mobile network (or Connections) → Carrier.
• On iOS: Settings → Cellular data → Network selection.
• Find and select an available network (for example, Vodafone UA, UA-KYIVSTAR, or LIFECELL).
• If the connection fails, try again or select a different network; check if you can make an outgoing call or send an SMS.
The Ministry of Digital Affairs also reminds of simple measures: charge your phones in advance, keep extra power banks on hand, keep the numbers of relatives and services accessible, and contact emergency services if necessary. These basic steps help maintain communication and access to information during large-scale power outages.
