Dozens of companies have been registered under the name of the owner of TD DzhSM, Vyacheslav Kovalev, but the Dnipro LLC "Hertz Industry" is attracting the most attention. This company is a defendant in the NABU case about possible embezzlement of state funds during the procurement of timber for fortifications in the Kharkiv region. The Kharkiv OVA purchased timber at inflated prices by 40-50%.
The schemes involved fictitious companies and front persons. In particular, FOP Chaus was previously convicted of alcohol theft. The owner of LLC "Hertz Industry" Viktoriya Smolyak has several enforcement proceedings and court cases, works at the Dnipro Metallurgical Plant. The head of other related companies was Dmitry Knorozov, who also has enforcement proceedings.
Another supplier, LLC "ATT Bud", is managed by Maksym Ozheleda, previously the head of several companies now owned by Vyacheslav Kovalev. Thus, contracts for the supply of wood worth 343 million hryvnias effectively passed into the hands of related persons - Markaryan, Kovalev, Knorozov and Ozheleda.
Interestingly, among the defendants in the case is also LLC "Vabkor", owned by Kristina Vorobyova, daughter of former vice-mayor of Kharkiv Oleksandr Popov. She manages a number of companies of the "Safari" group.
BEB established that the wood supplied by Hertz Industry LLC was used in the construction of fortifications, but the work was performed with poor quality. The objects were not accepted into the balance of the territorial community due to damage to the structures and non-compliance with the technical documentation.
The Housing and Utilities Department of KHOVA concluded 81 contracts with Project Alliance LLC for a total amount of UAH 687.4 million. The owners of the company are former Kharkiv Regional State Administration official Andriy Kolos and Oleksandr Sorochynsky. Previously, Igor Rozhkov, a citizen of the Russian Federation, whose family actively conducted business in Russia, was among the founders.
