In Boyarka (Kyiv region), a large-scale reconstruction of a children's and sports playground is planned for more than 45 million hryvnias. The contractor is the company "Rostdorstroy", associated with Odessa City Council deputy Yuriy Schumacher. Journalists of "Nashi Groshe" draw attention to the overpricing in the estimate, which may lead to an overpayment of more than a million hryvnias.
The Boyarsk City Council signed a contract worth UAH 45.29 million on September 17. The work is planned to be completed by the end of 2026. A multi-court for team sports, a concrete skate park, a pump track, areas for yoga, chess and table tennis, a children's complex and even an event plaza are to appear on the territory at 5b Molodizhna Street.
However, an analysis of the estimate showed significant price overstatements. Paving slabs in the documents cost 1,300 UAH per square meter, while the average market price is about 800 UAH. A similar situation with crushed stone: 1,169 UAH per cubic meter against the market price of 250–686 UAH. Polyurethane glue Tetrapur 144 is estimated at 416 UAH per kilogram, although the market price is 230–256 UAH. For these items alone, the overpayment can reach more than 1 million UAH.
The most expensive items are a concrete skate park — UAH 9.11 million, a multifunctional playground — UAH 2.63 million, a pump track — UAH 1.28 million, and a game complex — UAH 1.09 million. Due to the lack of detailed specifications, experts cannot compare their prices with market prices.
The tender was held without competition: only Rostdorstroy participated. The terms of the tender — in particular, a mandatory inspection of the facility and the availability of ISO certificates for five standards — effectively cut off other participants. Such a practice has repeatedly become the subject of complaints to the Antimonopoly Committee.
Rostdorstroy is owned by Yevgeny Konovalov and Yuriy Schumacher through the Austrian structure Uttema AU GmbH. Schumacher is a deputy of the Odessa City Council from the Trust in Business party of Mayor Gennady Trukhanov. Since 2016, the company has received government contracts worth over 85 billion hryvnias.
