Former mayor of Odessa will be held accountable for inaction during natural disaster

Former Odessa Mayor Gennady Trukhanov was suspected of official negligence due to the city authorities' inadequate response to the flood that occurred on September 30, 2025. At least ten people died as a result of the natural disaster, and dozens more city residents suffered significant material losses.

As Ukrainska Pravda reports, citing its own sources, Trukhanov is accused of failing to take the necessary measures to prevent the consequences of the storm. Due to the inaction of city services, Odesa was virtually paralyzed - streets, houses, hospitals, and transport were flooded.

In addition to Trukhanov, seven other officials, including two of his former deputies and heads of utility companies, were suspected. Law enforcement officers also submitted a petition for the selection of preventive measures for the suspects.

According to the National Police of Ukraine, employees of the Odessa City Council and one of the municipal enterprises failed to ensure the proper functioning of the drainage system and did not coordinate emergency services in a timely manner. These actions, according to the investigation, caused serious consequences for the life and health of people.

The former mayor of Odessa is charged with an offense under Article 367 of the Criminal Code of Ukraine - official negligence that caused grave consequences. If convicted, he and his former subordinates face up to eight years in prison.
