Thus, according to the source, DTEK and Ukrenergo energy facilities are protected by only 15-20%, while the “heaters” are only protected by 20-25%. That is, in the event of intensive shelling, the probability of a complete blackout in Kyiv is very high.
Modeling showed that in the event of a complete blackout, electric transport would not operate at all, and buses would not be able to fully provide passenger traffic in the capital.
In the event of a blackout, schools will operate exclusively as inviolability points, and preschools will be closed.
Travel between the Right and Left Banks will be made more difficult, while only critical infrastructure enterprises will be recommended to operate.
Also, with this development of events, heat in the housing stock will be provided at the level of +15…+17 degrees, but due to the lack of electricity, significant disruptions in the operation of the sewage system and water supply are possible.
As the source notes, “ this is the most pessimistic scenario that not only Kyiv is preparing for, but the problem is that the capital currently has about 4 million residents .”

“The recommendations to leave Kyiv for the winter are a bit idiotic for everyone. Most people have nowhere to go. But if someone has dachas with stoves and relatives in the villages, then it’s worth thinking about a backup option. Look at autonomous diesel heaters,” the military recommends.
