The National Police is investigating the theft of almost 918 million UAH in Kyiv's "digitalization" projects

The National Police has launched an investigation into possible embezzlement of budget funds during the implementation of “digitalization” projects in Kyiv. According to preliminary data from the investigation, officials of the Department of Information and Communication Technologies of the Kyiv City State Administration, together with the heads of three subordinate municipal enterprises — “Informatika”, “Kyivteleservice” and “GIOC” — could have organized a scheme of overpriced purchases from controlled companies with subsequent redistribution of funds in the form of “kickbacks”.

The investigation is working through a large number of contracts: in the field of view of law enforcement officers - 37 contracts for a total amount of about 918 million hryvnias (according to other estimates - up to 41 contracts for 988.7 million). Criminal proceedings have been opened under No. 42025102040000061; the defendants are charged with Part 4 of Article 191 of the Criminal Code of Ukraine (embezzlement, embezzlement of property or taking possession of it by abuse of official position on a large scale or under martial law).

The investigators paid particular attention to the work on implementing a video surveillance system. According to the investigation, a number of contracts for the implementation of these works were concluded with Ukrainian Infosystems LLC, Security Hub LLC, and Techcom-Service LLC. The scope also included contracts between Kyivteleservice LLC and Vim Ji LLC (cybersecurity software packages worth about UAH 26.1 million) and Technologies for Business LLC (two contracts for 2024–2025 for a total of UAH 138.9 million for the installation and commissioning of communication base stations and the supply of communication equipment).

Law enforcement officers are also studying numerous agreements between the KP "Informatika" and LLC "Ukrainian Infosystems" - at least 11 agreements for UAH 257.7 million (supply of uninterruptible power supplies and installation), as well as additional contracts for about UAH 70.7 million, which may be duplicated in the calculations. In general, the case also includes agreements for the supply of equipment for paying for travel and electronic tickets - in particular, the agreement between the KP "GIOTs" and LLC "Central Router" in 2025 for UAH 3.5 million.

As part of the proceedings, the courts have already granted permits to conduct searches at the KP "Informatika" and the offices of individual contractor companies - a total of 11 court decisions, the investigation reports. In the near future, it is planned to conduct forensic economic examinations to establish the amount of losses, and, based on the results of investigative actions, suspicions may be served.

Analytical data show extensive cooperation of the mentioned companies with utility companies: according to Clarity-Project, the accounts of these firms contain contracts for a total amount of over UAH 1.54 billion. In particular, Ukrainian Infosystems LLC has dozens of agreements with Informatika KP and Kyivteleservice SKP, Security Hub LLC, Techcom-Service LLC, Vi Em Ji LLC and others appear in significant purchases.

This investigation continues a series of inspections in the sphere of the capital's "digitalization": previously, financial violations, suspicions, and losses of budget funds were already recorded regarding the KP "Informatika" and "Kyivteleservice". At the same time, in law enforcement proceedings in recent years, some officials were suspected, some cases ended with dismissals or transfer of materials to the court, and others remained under investigation.
