In September 2025, the capital's budget managers concluded more than 6.5 thousand contracts for a total of UAH 5.3 billion. As in previous months, most of the expenses fell on construction and repair work, according to data from the BI.Prozorro analytical module. The most expensive contract is the overhaul of the Kharkiv highway worth UAH 1.25 billion, which is being carried out by Avtostrada Group of Companies LLC.
Almost 3 billion UAH (57.5%) of Kyiv’s monthly expenses are directed specifically to construction and repairs. The key tender is the reconstruction of the Kharkiv highway in the Dniprovs’kyi and Darnyts’kyi districts, which was ordered by the Kyivavtodor Construction Company. The project involves not only a new road surface, but also the modernization of transport infrastructure: traffic lights, elevators for low-mobility groups, additional lanes for turns. The cost of the work is estimated at over 230 million UAH per kilometer — an amount that is causing public resonance due to its scale.
Another 467 million UAH is allocated for the construction and repair of shelters. The most active are district education departments, housing and communal companies and individual schools. Among the projects are new shelters for Lyceum No. 157 in Obolon and School No. 44 in Holosiiv, as well as the completion of the protective structure of School No. 130 named after Dante Alighieri.
In September, Kyivteploenergo spent UAH 162 million on repairs and reconstruction of heating networks. The most expensive contract (UAH 79.5 million) was concluded for the renovation of communications on Petliury and Kotsiubynskoho streets in Shevchenkivskyi district. Another UAH 72 million was allocated for the installation of cogeneration units, which should increase the energy efficiency of the enterprise.
In addition to the Kharkiv highway, UAH 111 million was spent on other road works. Among the sites are Vasyl Poryk Avenue, Zodchykh Street, Pryvokzalna Street, and Holosiivskyi Avenue.
UAH 497 million was spent on medical equipment, medicines and hygiene products. The largest customers are the Kyiv Medical Center (MRI and CT scanners for UAH 125.6 million) and Kyiv City Clinical Hospital No. 1 (X-ray complex for UAH 89 million).
The city spent another UAH 471.7 million on fuel. The main consumers were Kyivvodokanal (UAH 235 million) and Kyivpastrans (UAH 191.6 million).
In total, almost 500 fund managers participated in September's public procurement. The most active customer was Kyivavtodor, a public corporation subordinate to the Department of Transport Infrastructure of the Kyiv City State Administration. After the suspension of the director of the department, Ruslan Kandybor, his duties have been performed by Roman Lelyuk since September 11.
The contractor of the month was the “Avtostrada Group of Companies”, which implements contracts in the capital and throughout Ukraine, including “Large Construction” projects and water supply in the Dnipropetrovsk region after the explosion of the Kakhovka HPP. The company is also participating in the construction of the Podilskyi bridge crossing and the Vynohradar metro.
