Law enforcement officers are investigating a possible large-scale corruption scheme during the construction of two facilities in the Hatne community of the Kyiv region - the Administrative Services Center in the village of Hatne and the Security Center in the village of Vita-Poshtova.
According to the investigation, the focus of criminal proceedings No. 72024111100000031, opened by the Territorial Department of the Bureau of Economic Security in the Kyiv region under Part 4 of Article 191 of the Criminal Code of Ukraine, are officials of the Gatny Village Council and the management of USB LLC (EDRPOU 42613505). They are suspected of organizing a scheme to embezzle local budget funds.
In 2024–2025, USB LLC received contracts worth over UAH 120 million, despite the fact that their offers were more expensive than those of their competitors. For example, in the tender for the construction of the ASC, a cheaper offer from Alexander and I LLC was rejected, which, according to the investigation, may indicate fictitious competition.
A check of the estimates revealed a significant overpricing of materials. For example, floor tiles were laid in the project at 2,200 UAH per square meter, while the market value does not exceed 880 UAH. The total amount of alleged overpayments for both objects reaches 9.5 million UAH. There are also suspicions that the tender documentation could have been specially adapted for a specific contractor.
Investigators are identifying the people involved, checking compliance with tender procedures, the validity of technical solutions, the volume of work actually performed, and possible mechanisms for laundering illegally obtained funds.
If the defendants are proven guilty, they face up to 12 years in prison with confiscation of property.
