The Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets stated that during 2024, 1560 appeals from citizens who believed that their rights were violated during mobilization measures were received. He reported this during a speech in the Verkhovna Rada, Ukrinform reports.
"In 2024, I received 1560 appeals from citizens of Ukraine who believed that their rights were violated during the mobilization measures," the Ombudsman said.
According to Lubinets, it is not only about certain cases of legal incorrectness or excess of authority, but also of facts that may contain signs of criminal offenses.
Of particular concern was the incident when the employees of the Ombudsman office were first refused access to the person in need of legal protection.
“This is a very dangerous trend. And for the first time during my cadence, our employees could not get to the person who demanded our help. It is a direct obstacle to the functions of me as an commissioner for human rights, ”he emphasized.
At the same time, Lubinets noted a positive change: the state authorities began to respond more actively to complaints. In particular, the Ministry of Defense and law enforcement agencies began to open criminal proceedings, and the actions of individual employees of the shopping center receive a legal assessment.
“I see that those who violate human rights do it in an illegal way. But there will be a time when everyone will receive a legal assessment of their actions, ”he stressed.
The Ombudsman also called on Ukrainians and further record the violations and contact his office, emphasizing that mobilization should take place exclusively in the legal field, in compliance with constitutional rights.
