According to the available information, since the beginning of the year, People's Deputy Motovylovets has been preparing the second reading of draft law 9573, which is likely to legalize the corrupt redistribution of revenues from port fees in favor of private companies in the Yuzhny port.
It is noteworthy that the ex-Minister of Infrastructure Andriy Pyvovarskyi, as well as his first deputy Volodymyr Shulmeister, are now being held as suspects in criminal case No. 22016000000000269 for the adoption of such a decision in favor of private investors. The business media is trying their best to whitewash the reputation of the current CEO of the WOG gas station chain, but they are doing poorly. After all, NABU is conducting the case, and the price of the issue is 50 million euros of additional compensation, which the companies will receive if the document is approved.
It is reported that draft law 9573 was brought to the agenda by vote of Motovylovets, who was Pivovarskyi's adviser during his tenure as minister. And now the Russian under-sanctioned oligarch Oleksiy Fedorychev and Kostiantyn Zhevago, a resident of Courchevel, who own the terminals in Yuzhnoy, are waiting impatiently for the parliament to expose NABU detectives as idiots. And actually legalizes Pivovarsky's scheme. At the same time, Motovylovets is a witness in the criminal case of the ex-minister, his home was repeatedly searched as part of the investigation. That is, the conflict of interests simply screams frantically from all corners.
According to available information, in addition to Motovylovets, the law was signed by Maryana Bezugla and Yuliya Klymenko from "Holos", who are also corruption lobbyists.
In addition to Fedorychev and Zhevago, the Arab company DP World owns the terminals. In June 2023, it signed an agreement with Russia's Rosatom on the development of the Northern Sea Route, which can bring more than 200 billion US dollars to the budget of the aggressor country.
NABU and NAZK repeatedly voiced the corruption risks of the draft law at the committee. But no one heard them. And in the heat of clashes over other items on the agenda, the Rada may not notice how People's Deputy Motovylovets is pushing the interests of his customers under the guise of caring for the country's budget.
