In the village of Stary Saltiv, Kharkiv region, a suspicious construction scheme is being implemented under the guise of the construction of a protective structure in a local lyceum, which has not been functioning for several months. Despite the fact that the institution was seriously injured from the drone of the drone in April 2025 and is in a state of disrepair, a tender for the construction of shelter worth UAH 145 million was announced on its basis.
Financing is carried out at the expense of state and local subsidies. Formally, the structure should be accommodated by 423 people, but the educational process in the lyceum has not been restored, and the building remains unusable.
The only participant and winner of the tender was the Kharkiv SBK "SBK" SBK " - a little -known company that has no experience in the construction of protective structures, relevant state or technical support. The purchase conditions were discharged under this firm, which eliminated any competition.
Particular attention is paid to the fact that the contract involves the possibility of changing the price in the process of work - the so -called "dynamic" model, which allows to increase the budget without interruption on the basis of changes in the project or legislation.
The greatest concern is the estimated estimates. For example:

Brick, reinforcement, concrete, asphalt and other materials are evaluated somewhere in 2-3, and in some cases - 8-10 times more expensive than the market price.
Thus, the officials created a formally legal but essentially fraudulent mechanism that allows to withdraw budget funds, including international assistance, under the pretext of shelter in a non -working educational institution.
