The Pension Fund of Ukraine emphasizes: pensioners and recipients of insurance benefits who are temporarily abroad are required to undergo physical identification by December 31, 2025.
Who must identify themselves?
Physical identification is required for citizens of Ukraine who stay abroad for more than 183 days during a calendar year (including days of departure and return), as well as those who received temporary protection or refugee status abroad in connection with the aggression of the Russian Federation, but did not register permanent residence abroad. The Pension Fund clarifies: the requirement applies to both those who actually stay outside Ukraine for more than 183 days, and persons with status in the country of residence, regardless of the actual number of days.
How and where to pass identification
The Pension Fund offers three options for passing physical identification for persons abroad:
-
remotely via "Action.Signature" (Action ID);
-
using video conferencing (video identification);
-
through foreign diplomatic institutions of Ukraine - obtaining a certificate of the fact of the person's being alive, which is sent to the territorial bodies of the Pension Fund.
The Pension Fund has also introduced an updated online form for recording video identification of pensioners who are outside the country or in temporarily occupied territories. In case of doubts or need for assistance, pensioners are advised to contact the territorial bodies of the Pension Fund or the nearest diplomatic mission of Ukraine.
