In Ukraine, there are not enough thousands of workers in different sectors of the economy

In Ukraine, the unemployment situation is aggravated, in particular with insufficient qualified personnel in different sectors of the economy. According to the State Employment Center, one of the biggest problems is the lack of education workers. For 2024, about 25 thousand educators were not enough in Ukraine. This significantly affects the quality of education in the country, and creates an additional burden on already working educators.

According to the Deputy Director of the State Employment Center Stanislav Pavlenko, the main reasons for this problem are war, migration of the population and lack of compliance with the qualification of job seekers. Before the war, women were 55% among the unemployed, but now their share has increased to 81%, as many men are mobilized and traditionally men's professions without proper number of personnel.

Particularly difficult is the situation in the regions that were most affected by the war. Due to the destruction of infrastructure and the forced migration of part of the population, many schools and kindergartens remain without enough staff. In particular, as of January 2025, 1.5 thousand educators were not enough in Ukraine, of which 800 caregivers in kindergartens.

Great problems with staff scarcity are also observed in the processing industry and food. In 2024, 9 thousand specialists were not enough in the processing industry, and in the field of accommodation and food, 3,000 vacancies remain unfurnished. This hinders the development of these industries, as the demand for employees in hotels, restaurants and tourist complexes remains consistently high.

As of February 19, 2025, 217,000 work proposals were placed on the Single Vacation Portal. The average wage in these vacancies was 23 thousand hryvnias, which is a high indicator for the Ukrainian labor market. However, the problem of skilled personnel deficits remains, even in spite of quite attractive working conditions.

Experts predict that a personnel shortage in these sectors will remain, so solving this problem requires state support. In particular, it is necessary to create conditions for retraining workers and for the return of migrant workers, which can help to close the available vacancies and improve the situation in the labor market.
