People's deputies are interested in how the issue of electronic subpoenas will be implemented, said Yehor Chernev, Deputy Chairman of the Verkhovna Rada Committee on National Security, Defense and Intelligence. According to him, not all conscripted citizens have access to digital resources.
It is also important to consider the possibility of introducing coercive measures for citizens who have gone abroad . It is about the possible deprivation of the right to consular services.
"First, are our consular services able to effectively implement these measures. Secondly, how effective will such actions be: will people return or will they be lost forever," said the People's Deputy.
For our part, we note that although the Ministry of Defense claims that the updated draft of the law has taken into account comments and observations jointly with the General Staff, the government and people's deputies, in reality the new document is even worse than its first edition. You don't need to go far by example - in the first edition of the government's draft law on mobilization, a rule on electronic summons was laid down, but the deputies called for its exclusion. But according to the new draft law, summonses will still be sent to the conscript's electronic account. Moreover, the electronic summons will be considered delivered, even if the citizen has not seen it, and the registration of the conscript's electronic account will be a new duty of citizens.
In addition, the mobilization bill provides for an unpleasant "innovation" for citizens of Ukraine who are abroad. Thus, any consular services abroad, in particular the replacement of a foreign passport, will be possible for conscripts only upon presentation of a military registration document.
