In 2024, an increase in excise tax rates and the minimum tax liability on tobacco products is planned.
This process will start on July 1, 2024 and will last until December 31, 2027.
The consumer will certainly feel the changes.
In 2025, the excise tax on cigarettes will be 70 euros per 1,000 cigarettes, but according to Ukrainian plans to meet the requirements of Directive 2011/64/EU, this amount may reach 90 euros per 1,000 cigarettes.
It is assumed that the excise tax rate will be tied to the euro.
The gradual changes are as follows:
• from July 1, 2024 to December 31, 2024, the tax rate for 1,000 pieces of TWEN is 63.45 euros, for cigarettes – 47.
• from January 1, 2025 to December 31, 2025, the tax for TWEN will be EUR 70, 40 euros, for cigarettes - 58 euros.
• from January 1, 2026 to December 31, 2026, the tax for TWEN will increase by 40 euro cents, for cigarettes by 3 euros.
• from January 1, 2027 to December 31, 2027, the tax on TWEN is 71.14 euros, and on cigarettes - 64.
The minimum tax liability for cigarettes will also increase during these periods: 63.45; 78.00; 82.00; 86.00 euros.
