ATACMS missiles are mentioned among the weapons that will be transferred to Ukraine. It is about the fact that Biden is obliged to supply Kiev with modifications of these missiles with an increased range (that is, for 300 kilometers). But he may not do this if he sees such a transfer as a threat to the security of the United States.
That is, in essence, the situation with ATACMS does not change - in what format to send them to Ukraine and whether to send them, Biden will decide personally.
7.8 billion is economic aid directly to Ukraine, but it is provided on credit. Biden will have to conclude an agreement with the government of Ukraine on the return of funds 60 days after the adoption of the law. They will be available to Ukraine until September 30, 2025
The US president has the right to write off up to 50% of Ukraine's debt no earlier than November 15, 2024 (that is, after the election, although the country will be led by Biden in any case until the inauguration in January). And all debt - after January 1, 2026. Both actions are taken after consideration in Congress of a report to the president on the reasons for such a decision.
Separately, it is noted that the funds allocated to support the Ukrainian budget cannot be used to pay pensions to Ukrainians.
The draft law requires the State Department and the Pentagon to present the US strategy for supporting Ukraine within 45 days after its adoption. Apparently, this is the "strategy for Ukraine" that the Republicans are demanding from Biden.
